Scotland’s Critical Technologies Are Scaling — Now the Talent Must Follow

Scotland’s critical technologies sector is reaching a pivotal point in its growth.

Built on decades of research excellence, strong university/industry collaboration and a network of highly specialised SMEs, the ecosystem has become a globally relevant cluster:

Technology Scotland has been central to driving this momentum and was part of the partnership behind the Scottish Critical Technologies Supercluster (SCTS). As the sector grows, the focus is shifting from building capability to scaling it while tackling emerging skills challenges.

At the core of the strategy is the convergence of four technologies in Scotland: Photonics, Quantum, Semiconductors and Sensing & Connectivity.

One of Scotland’s key strengths is the technical overlap between these fields. Photonics and sensing technologies support many quantum systems, semiconductor expertise enables advanced devices, and connectivity infrastructure powers data-driven applications across industries. This interconnected ecosystem is a significant competitive advantage.

In today’s geopolitical environment, these technologies are increasingly linked to economic resilience, supply chain security and technological sovereignty. National capability in these areas is becoming a strategic asset rather than simply an industrial strength.

The ambition for the sector is clear:

➡ £10bn sector turnover by 2035
➡ 6,600 additional high-value jobs

Achieving this will depend on scaling companies, attracting investment and, most critically, strengthening the skills pipeline.

Demand is already heightened for expertise in semiconductor engineering, photonics systems design, advanced manufacturing and quantum technologies. Without targeted action, skills shortages risk slowing the pace of growth across the ecosystem.

Addressing this challenge will require stronger links between universities and industry, expanded postgraduate training opportunities, reskilling initiatives and continued efforts to attract international talent.

Access to skilled talent is rapidly becoming one of the most significant barriers to growth. As the Scottish Critical Technologies Supercluster continues to expand, demand for highly specialised engineers, scientists and technicians is intensifying.

Many of the roles required in these sectors demand deep technical expertise in areas such as semiconductor device engineering, photonics systems design, advanced manufacturing and quantum technologies. While Scotland benefits from world-class universities and research institutions, the transition from academic research to industry-ready capability is not always seamless. As a result, companies frequently face intense competition for experienced professionals, particularly in niche technical disciplines.

Meeting this challenge will require a coordinated effort across industry, academia and government. Expanding postgraduate training, strengthening industry-aligned education pathways and attracting international talent will all be essential. If Scotland is to fully realise the potential of its critical technologies ecosystem, building a robust and sustainable talent pipeline will be critical to sustaining long-term growth.
